The debates on the Recognition of the Armenian Genocide in the Spanish Parliament (1978-2023): Analysis of the International and Domestic Arguments

The case for the recognition of the Armenian Genocide by the Spanish Parliament has been presented in several occasions during the democratic period starting. However, despite the common values such as the Christian traditions and heritage, the Spanish parliament has not followed some regional parliaments and government and is yet to recognize the Armenian Genocide. Different reasons and arguments have come up depending on the domestic and international political circumstances. This papers explores, taking the official records of the Congress and the Senate, how those debates where framed by the different political parties taking into consideration how the domestic agenda influenced in the decision made by the different political forces.
The Spanish case has not been deeply researched from the point of view of the political and Historical analysis. The most recent scholarship has focused on other countries like Bulgaria, the Czech Republic, Latvia, and Sweden or Germany and France or has taken the avenue of advocacy for the recognition instead of the analysis of the reasons why such advocacy has not been successful. This paper explores those reasons and proposes suitable strategies to accomplish it.
